A participatory process is a sequence of participatory activities (e.g. first filling out a survey, then making proposals, discussing them in face-to-face or virtual meetings, and finally prioritizing them) with the aim of defining and making a decision on a specific topic.
Examples of participatory processes are: a process of electing committee members (where candidatures are first presented, then debated and finally a candidacy is chosen), participatory budgets (where proposals are made, valued economically and voted on with the money available), a strategic planning process, the collaborative drafting of a regulation or norm, the design of an urban space or the production of a public policy plan.
About this process
L’Ajuntament de Viladecans disposa d’una Ordenança General Reguladora de Subvencions aprovada l’any 2006, en aplicació de la Llei 38/2003, de 17 de novembre, general de subvencions.
Des de la seva aprovació, s’ha produït una evolució significativa del marc normatiu en matèria de subvencions, procediment administratiu, transparència i bon govern, així com un desenvolupament dels instruments de planificació municipal, en particular el Pla Estratègic de Subvencions.
L’experiència acumulada en la gestió de les subvencions municipals posa de manifest la conveniència d’actualitzar l’ordenança vigent per adaptar-la a la realitat actual i reforçar-ne la claredat, coherència i operativitat.
